Supreme Court dismisses petition challenging NCAP legality

THE Supreme Court (SC) has dismissed the petition challenging the legality of the No Contact Apprehension Policy (NCAP) implemented by several local government units (LGUs) in Metro Manila.

In a decision penned by Associate Justice Rodil N. Zalameda on June 3, 2026, and made public on Thursday, the High Court ruled that the legal challenges had become moot due to significant changes in the existing regulatory framework.

The SC specifically cited the implementation of a unified traffic code across Metro Manila, which established a single set of standards for enforcing traffic regulations and rendered the issues raised in the petition no longer necessary for judicial resolution.

According to the Court, the new policies and regulatory changes adopted by the concerned agencies and local government units eliminated any actual controversy that would require judicial intervention.

As a result, the petition was dismissed for being moot and academic, meaning the issues presented had lost their practical significance and no longer warranted a ruling from the Court.
